JOB GOAL:  To provide cost–effective leadership in administering the business affairs of the school system in order to provide maximum educational services with the financial resources available and to ensure that the school district derives maximum benefits from the prudent expenditure of funds via the administration and supervision of the following programs:  Financial Management, Food Services, Facilities including custodial and maintenance programs, Transportation, and Administrative Technology

 

SALARY:                                           To be negotiated

 

  1. Is responsible for the management of the financial affairs of the school system including payroll, purchasing, accounting, budget development and implementation, the monitoring and control of expenditures, and administrative technology

 

  1. Assists and advises the Superintendent and School Committee and other administrators on all questions relating to the business and financial affairs of the district.

 

  1. Assists the Superintendent in the preparations of annual budgets, financial reports and studies required in the operation of the school system and coordinates the presentation of, justification for, and preparation of additional analyses required to understand the budget proposal for action by the School Committee

 

  1. Develops budget guidelines, coordinates preparation of the budget, prepares analyses of budget requests and program proposals and assists administrators in budget review.

 

  1. Administers a budget control system, provides monthly accounting of all income and expenditures and maintains a continuous internal auditing program for all funds and prepares and analyzes all financial statements.

 

  1. Prepares reports to the proper staff officials concerning the status of their budgetary account to guard against the overspending of any budgeted account and approves all vouchers authorizing the expenditures of moneys.

 

  1. Takes the lead in developing improvements in the financial management of the school system, including budget methods, format, and presentation.

 

  1. Prepares analyses of program costs and methods of financing, including long-range projections of requirements particularly in the area of financial management, facilities, food services, transportation, and technology.

 

  1. Purchases by competitive bidding, informal quotations, and negotiation, and in compliance with policy, items of supply and equipment necessary for the operation of the school system and works with vendors relative to supply and equipment availability, invoices, purchase orders, and contracts.

 

  1. Obtains the annual budget requirements for all departments and prepares preliminary budget estimates and provides accounting services essential to the preparation, administration, supervision, and control of the budget.

 

  1. Prepares payrolls, including deductions for withholding tax, pension, social security, Blue Cross, Blue Shield, major medical, life insurance, health insurance, and such other required salary deductions and prepares and maintains all necessary earnings records, deduction records, and similar personnel payment records.

 

  1. Advises the superintendent on all questions relating to the business and financial affairs of the school system including transportation, food services, administrative technology, and facilities and provides advance warning of potential over-expenditures of budgeted funds and action plans to minimize negative impacts of such expenditures.

 

  1. Establishes and maintains an effective computerized inventory control and property accounting system and assumes responsibility for the operation of perpetual inventory systems of fixed assets.

 

  1. Completes all financial reports required by external agencies (i.e., City Auditor, State, Federal) and provides a full and complete report of the finances of the school system to the Superintendent at the close of each school year.

 

  1. Supervises and is responsible for the effective administration and operation of the transportation, food services, data processing, and custodial and maintenance programs.

 

  1. Is responsible for the comprehensive overall planning and scheduling of custodial and repair and maintenance requirements of the school system and ensures that standards consistent with all applicable laws are maintained.

 

  1. Inspects all school buildings, grounds, and installations on a regular basis to determine that high standards of workmanship, cleanliness, safety, and security are maintained.

 

  1. Keeps informed of the latest trends, developments, and products in the areas of maintenance, repair, upkeep, and encourages innovation and experimentation as appropriate.

 

  1. Inspects school food services facilities and operations to ensure that standards of diet, cleanliness, health, and safety are being maintained and to identify possible improvements in operations that can be instituted.

 

  1. Reviews, evaluates, and approves all requests and recommendations for the purchase of new and replacement equipment for the finance, food services, facilities, transportation, and administrative technology programs.

 

  1. Oversees the transportation contract and the district owned buses.

 

  1. Evaluates the school system’s security program on a continuing basis and recommends changes as necessary to the Superintendent.

 

  1. Establishes and administers rules and procedures regarding availability and custody of all keys to all buildings in the school system.

 

  1. Plans, organizes, and controls the overall activities of electronic data processing, including systems analysis, programming, and computer operations activities as related to the school system’s use of administrative technology.

 

  1. Evaluates regularly the school system’s use of administrative technology, including personnel, equipment, training, and housing, with associated costs and coordinates recommendations with the planning and budgeting cycles of the school system.

 

QUALIFICATIONS:

 

  1. Massachusetts Department of Education certification as a School Business Administrator or certifiability within one year of employment unless otherwise waived by School Committee.
  2. Admins Experience and MCPPO Certified - preferred.
  3. Bachelor’s Degree; Master’s preferred in Finance, Business Accounting, School Business Administration, or municipal administration.
  4. Five years supervisory experience in one of the above fields in a municipal, school or other public agency.
  5. Such alternatives to the above qualifications as the Committee may find acceptable.
  6. Required criminal history background check and proof of U.S. citizenship or legal alien status.
